Must unplug PS in order to restart computer

I replaced a power supply that failed. Now, after shutting down the computer, I can not turn the computer back on unless I first unplug the main external power cord going into the power supply or turn the power supply off and then on with the power switch on the power supply. I have the following:
• Antec EarthWatts Green EA-380D Green 380W (new)
• ASUS K8N-E 754 NVIDIA nForce3 250Gb ATX AMD Motherboard
• Antec SLK2650-BQE case

I have cleared the CMOS and reset the BIOS. Same results.

Also, after turning the computer back on, the USB mouse is not recognized until I unplug it from the motherboard and plug it back in.

Any suggestions?

Do you have the 4 pin 12v lead connected to the motherboard from the new ps?

Try unplugging everything connected to the psu and press the power button on your machine a few times.

Then just plug the main atx and 4 pin atx back in to see if it boots ok.

If it does try re-plugging everything else back in one by one and trying to see if anything causes the problem.

Sometimes just unplugging everything, draining power and plugging back in can solve a problem like this.
