my build is:
Intel Core i5-3570K 3.40GHz (Ivybridge) Sapphire radeon 7850 2GB Gigabyte Z77-D3H Intel Z77 (Socket 1155) DDR3 Motherboard XFX Pro 650W Core Edition '80 Plus Bronze' Power Supply Corsair XMS3 8GB (2 x 4GB) DDR3-1600 Memory (CMX8GX3M2A1600C11) Cooler Master Elite 430 Windowed Case Resolution: 1680x1050

The first one is a laptop hard drive, but I guess you knew that already. Going on specs alone my money would go on the second one, provided that your motherboard is equipped with SATA III ports (which it is).
Agreed, while the laptop drive is a little quieter, it has an average seek time of 12ms compared to 8.9ms for the 3.5 inch. Both have 5 year warranties and are good drives, but the 3.5 inch makes a bit more noise than the slower laptop drive.
