How to tell if you have a bad graphics card hp pavilion

Hello,
I am having problems getting my computer to start up. I checked the PSU to see if that was the issue, and it works, but on a post on another site it said something about a bad video card. Lately when watch music videos it would lag and switch back and forth from 16 bit to 32 bit. Could it be the video card at all? Please help me.

Problems getting it to start up? as in you press the on button and nothing happens?
More detail please.
Its switching between 16 and 32bit colour by itself? how do you know its doing this? Sounds more like a video codec or driver issue.
