How to tell if you have a bad graphics card hp pavilion

I am having problems getting my computer to start up. I checked the PSU to see if that was the issue, and it works, but on a post on another site it said something about a bad video card. Lately when watch music videos it would lag and switch back and forth from 16 bit to 32 bit. Could it be the video card at all? Please help me.
