Yes I see your psu 460, minimum requirement for gtx460 + I7 x58 mobo is 500W, your psu can cause that problem. Don't try oc you had limited power !
Also check cpu temp warning , try disabled it

my cpu temp at load may reach 70c

70C still fine for stock cooler , if want cool go bios :
- disabled smart fan cpu
- disabled cpu temp warning
Or use aftermarket cooler but need money :D

fulload I7 70C still fine .. Some people can reach to 75C , low memory is not issue , I sugesst get aftermarket cooler and get psu more watt. Than you buy new ram .. Maybe next you can upgrade ram size.
And you can try my trick in above :)

No it's not.

The OEM for the Thermaltake TR-700P is FSP Group.

The Antec Neo ECO 620C uses Seasonic as its OEM. It uses the same design as the Seasonic S12II Bronze SS-620GB.

For a system using a single GeForce GTX 460 graphics card a minimum of a 450 Watt or greater power supply with a combined +12 Volt continuous current rating of 24 Amps or greater and with at least two 6-pin PCI Express supplementary power connectors is recommended.

For a system using two GeForce GTX 460 graphics cards in 2-way SLI mode a minimum of a 620 Watt or greater power supply with a combined +12 Volt continuous current rating of 37 Amps or greater and with at least four 6-pin PCI Express supplementary power connectors is recommended.

Don't focus on the power supply's wattage. The most important specification to meet is the combined +12 Volt continuous current rating. If your current 460 Watt power supply's combined +12 Volt continuous current rating is less than 24 Amps or if there is high noise and/or ripple on the DC Output rails you will get the problems you're having.

I haven't seen any reviews, done by reputable PSU test reviewers, on either power supply.

What is the model number of your Cooler Master 460 Watt power supply unit?

Cooler Master Real Power Pro RS-460-ASAA-D3
Cooler Master Extreme Power Plus RS-460-PCAR-A3/-PCAP-A3
Cooler Master Extreme Power Plus RS-460-PMSR-A3/-PMSP-A3
Cooler Master Elite Power RS-460-PSAR-J3/-PSAP-J3

I know that the Extreme Power Plus Series and the Elite Power Series are known for not being able to deliver their labeled power. Also the DC Output quality from both of these series are not that good or very poor or even out of specification.

I also notice that none of these Cooler Master 460 Watt power supplies have at least two 6-pin PCI Express supplementary power connectors required by your graphics card.

With poor voltage regulation low voltages can cause instability and high voltages, over time, can damage hardware.

Unnecessary electrical noise and ripple can cause premature failure of sensitive components in a number of different PC subsystems.

The noise from the PSU, that you're hearing, is most likely coil whine.

No, it's not considered normal. It's a defect.

If it's still under warranty have it replaced by the manufacturer.

please help , i have tested my 460w psu on a different pc ( p4 cpu , gt240 vga) and no noise is heard from the psu even with playing gta iv ,

then i tested it again on my pc but with differnet vga (i7 930 cpu , 8400gs vga) and the noise is heard again ,

so what should i do now

( i don't think that i7 930 with 8400gs consumes more power than the p4 with gt240)

Are you sure the sound is coming from the power supply unit? Try muting the sound in Windows and confirm where the noise is originating from.
