How to fix computer usb ports without monitor

Hello,
i just took my computer out of the storage after a while and i set it up, it works fine except for the usb ports. ALL of them dont work which means i cant use my mouse or keyboard.. which means the monitor wont turn on, it stays in power save mode. someone please help, and by the way its a DELL desktop.

Do you have a PS/2 connector, and an old keyboard/mouse? If so, it will probably work. Works for me every time i crash the usb drivers

Could be the battery on the motherboard is old/dead, and caused your BIOS settings to reset. This in turn could have defaulted your USBs to stay off.

USB should not affect the monitor, so that sounds like maybe a different problem.
