Hp s3100e not posting

I have a HP slimline s3100e with AMD Athlon 64X2 2.4 GHz cpu. The computer wont post or beep but the cpu fan spins and I can hear the Hard Drive working.

If you are comfortable with opening the case and manipulating electronic hardware, then follow the steps as outlined in the sticky:

None of it helped.

When I press the power it starts the cpu fan and the HDD. It powers the usbs but they wont turn on a laser mouse or wireless keyboard. And there is no video from built in, PCI express or PCI. And the power light goes on but not the HDD access light. Does this mean anything?
