Yes, the two things have nothing to do with each other, the ram on the video card is controlled by the hardware on the card.

At around $100 you should be looking at one of the following;
HD5750 > GTS 250 > HD4850 > HD5670
What might limit which you can use is your power supply.

it's 300W i can upgrade it to 400W, that should be enough for a decent 100$ card no?

The HD5670 is alright for a 300w PSU but it is a tier below those other 3 cards. A 400w should handle the an HD5750 and if it is a good brand(Corsair, Antec, ect.) then it will handle the other 2 as well.
What it the native resolution of your monitor?

For that resolution a HD5670 is all you need for moderate gaming.
Though if you're willing to upgrade the PSU, the HD4850 would give a lot more raw performance for the same cost.

For your resolution;
HD5770 = Great
HD5750/HD4850/GTS 250 = Good
HD5670 = Decent

Well i plan to play mostly Guild Wars 2 when it comes out and a few strategy games, so a GPU around 100$ should be more than enough. Thanks for answering my question and your GPU suggestions. :D
