My seagate 9KW2AL external 1TB HD is not recognized by the windows. It had i/o error, i could format it, but now it is not being recognized and is asking for driver. When i connect, it brings up the "Add new Hardware" wizard.

Either the drive has failed or the PCB attached to it has failed (this often fails first).

It may be impossible to test it with diagnostic software if the PC no longer recognises it, but you can try Seagate "SeaTools for Windows":

Change another driver for this external hard drive to take chances? It sounds like your drive may get some problems.
Have you ever tried it on another computer?

If you do get the same error, just change another USB interface for this external hard drive and see whether it is still workable.
If it is, just copy out all stored important data and back it up well.

But, if you still get some drive problems or computer error messages, you may need some data recovery tool to rescue insider data, like 4Card Recovery, iCare Data Recovery Free and TestDisk, Recuva, etc.

But, if there is no any important data left, just buy a new one to replace it.

Never save crucial data only one hard drive again.
