Wont let me run most downloaded programs

well I just got a new computer today running windows 7 and I started having a problem almost immediately. When I run most downloaded files (like flash installer) I get a pop up LINK: http://imgur.com/KGqWH I found some other posts at lots of places but none of the solutions posted would work for me. Thank you in advance for any help you could give me I really appreciate it.

Might be infected. So lets start there.

I think you are only getting this message for web installer (like flash, java and direct x right?), not the full downloaded flash or program that is completely downloaded.

Check you internet settings and firewall.
