Can intel 2 run 4gb of RAM

What you are seeing is a by-product of the chipset your mobo uses. Also, I am going to assume your integrated video controller is using a portion of your memory.

Are you using the on-board video or a stand-alone video card?

Since you are using the video card that is built into your motherboard, you should be able to configure how much memory is allocated for its use in your BIOS. Depending on whether you allocate more or less memory for the video card will affect how much memory is available to the rest of your system.
