How do you set CPU priority for some / any program?

In Windows Task Manager it is possible to set processor priority (for
any program running) above or below normal but this is only a tempory
change untill the next boot up.

How do you make a permenant change?

Starts a separate window to run a specified program or command
and does things you didn't you could do.

start it.exe /idle
start it.exe /warp9.9...

You disassemble, study, then patch, all the while avoiding
reading any EULA. Easy.
