How do you set CPU priority for some / any program?
In Windows Task Manager it is possible to set processor priority (for
any program running) above or below normal but this is only a tempory
change untill the next boot up.

Starts a separate window to run a specified program or command
and does things you didn't you could do.
start it.exe /idle
start it.exe /warp9.9...
