I have read that 32-bit operation system can hendle 4GB of Ram but mine says tha

I have read in miscrosoft.com that Windows 7 Ultimate 32-bit operation system can hendle 4GB of Ram, i have 32-bit operation system and 4GB installed but only 3.50 are usable.. can somebody tell me how to make all of it usable...! My PC:

Windows 7 Ultimate

Processor: Pentium(R) Dual-Core CPU 2.8Ghz 1.6Ghz

Installed memory (RAM): 4.00GB (3.50 usable)

System type: 32-bit Operation system...

    There are supposedly ways to fix this. Try this one out:

    1) Access cmd: Click on the Start Pearl > type cmd in the Search Bar > and press Ctrl + Shift + Enter (this allows you to run cmd in administrative mode)

    2) Type BCDEdit /set PAE forceenable
