200gb partitions showing as 199gb in windows explorer

hello, I just partitioned my new Hitachi 1TB hard disk. but 200Gb partitions showing as 199gb in windows explorer ... in disk management and system information those partitions are showing as 200gb ... is this normal ???

Yes it's normal because of format the disk .102501=100gb accurate.
102500=99.99gb after format.

those are not exact number, even 1TB is not really 1TB
