AFTER THE EJECTION OF THE SOFTWARE DISC THAT DISPLAYED THE ACTIVE PROGRAM ON THE CD ICON THAT WAS WAS INSERTED, FIND THAT THE CD SHORTCUT ICON FROM THE COMPUTER TO THE DESKTOP SHOWS A PROGRAM FILE RATHER THAN THE CD ICON IN IT'S ORIGINAL STATE
A reboot of your PC may fix that. CD/DVD drivers are built into Windows anyway. Windows hasn't required external drivers for optical drives since the days of DOS & Windows 95/98 (I remember them well).
