Needing a new Circuit board as the small usb connector has broken away from the circuit board where will I get one

I very much doubt you will get any help with that as those proprietary PCBs are not supplied to retail outlets. They are manufactured for Toshiba and other external drive manufacturer's and that's as far as they travel.

Your best option is to extract the drive and put it into a third-party hard drive enclosure which you can buy from most large PC retailers, or online from Amazon.
