APPROXIMATE PURCHASE DATE: The next two weeks

BUDGET RANGE: $120 is a definite max(preferably cheaper) before rebates

USAGE FROM MOST TO LEAST IMPORTANT: Playing Most games that came out in 2008-2009 (e.g. Crysis, Modern warfare 1 or 2, other misc. games), I don't care about having the highest settings

CURRENT GPU AND POWER SUPPLY: Nvidia 6150se integrated + 300watt psu(will upgrade accordingly though most likely to around 550watt)

OTHER RELEVANT SYSTEM SPECS:
Emachines et1331g-03w

Athlon II x2 2.7ghz
6gb ddr2 ram

PREFERRED WEBSITE(S) FOR PARTS: Newegg.com, Tigerdirect.com

PARTS PREFERENCES: ATI over Nvidia unless given a reason that an Nvidia would be cheaper

OVERCLOCKING: Maybe

SLI OR CROSSFIRE: No

MONITOR RESOLUTION: 1440x900

ADDITIONAL COMMENTS: I am looking to upgrade the emachines to where i would be able to play some games on it because integrated graphics suck

More about : card upgrade

You can try running it with your current power supply. The worst that might happen is you're computer won't turn on properly. If that happens, you can easily replace it. Try a 500W power supply with a decent +12V rail. I can't remember what are the guidelines to buying a psu, but I think it should be around 30amps or more.

+1 on the HD 4850

For power supplies, make sure you get a decent brand. The best are antec and corsair, but others are good too. I have a Thermaltake and love it, here's the 500W version of the one I have for only $35

BTW the 4850 is definitely a good idea. Best bang for the buck anywhere near $100.
Interestingly enough, I used to have a 6150 until I upgraded, and my current specs are nearly identical to yours, and it is more powerful than I need.

4850 beats the 5670 by a LOT performance-wise, and DX11 is nice but really not neccessary. It would cripple a 5670 anyway.
And yeah, that Antec psu is way better. I can't believe I didn't see it.
