Why did you have to format it?
In my experience, if you want to get back your files completely, your best bet is to recover these files firstly and format the flash drive afterwards, for the formatting may damage part of your files.
However, in your case, you could try a tested formatted drive recovery freeware that has helped my friend recover his data from a mistakenly formatted hard drive. He said it is worth trying. That's why I recommend it to you.
Note:
1. Stop writing anything new on the same drive to avoid original data overwritten by new data, which can make your data gone permanently.
2. Save your recovered data on a different drive in case of recovery failure.
3. Not forget to format this drive to see whether it could work. (Here are my ways for you to format it: Start => Setting => Control Panel =>Administrative Tools => Computer Management =>Disk Management=> Right click your drive on the list => format it.)
4. Back up your data regularly in the future.
