When trying to repair a program, I get a message that I've gotten before:
Windows Installer could not be accessed. This can occur if you are running
Windows in safe mode or if windows installer is not correctly installed.

I'm not running in Safe Mode.

If Windows Installer is not correctly installed, how do I fix it?
