Cooler Master vs Static Electric

Hello.
I have read that by some Cooler Master cases there can be some static problems.They'd cause the system to reboot when a USB is plugged in,or in some cases it'd be enough just for someone to walk by.

I'd like to ask what these problems are caused by,but in simple words as possible.Is it just the USB board being too close to the case frame,or are there other possible faults too?
