M4A89GTD PRO/USB3 Static Noise when Shutting Down

Here is my setup:

AMD Phenom II X6 1090T
G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1066 (PC3 8500)
OCZ ZS Series OCZ-ZS750W 750W ATX12V v2.2 SLI Ready CrossFire Ready 80 PLUS BRONZE Certified Active PFC Performance Power
Seagate Barracuda ST31000524AS 1TB 7200 RPM SATA 6.0Gb/s 3.5" Internal

Here is my problem:

When shutting down my computer, right before it powers off, it makes a loud static noise. I checked my speakers and everything is hooked up right, I tried it with head phones and still making the noise. I have updated to the latest Audio Drivers and updated BIOS, running all default settings no Overclocking or anything.

The second thing is when I'm watching videos online and I pause it, and leave to do something for about 4 min and come back and hit play it gets stuck and makes static noise. I have to reopen the window and go to were I left off.

Any ideas? Appreciate anyone that has an answer.
 
Well the OCZ PSU is known for coil whine and might be the root cause. Typically if it's the PSU then the load changes will cause the periods of 'dirty power' and 'static'.

Next, I would open the Device Manager, [+] expand Sound and delete everything listed then reboot. This causes the drivers to be re-installed and the registry values rewritten.

There can be a lot of causes...
