what is the best way to improve the graphics on this system with out being to expansive

Well, it has E2180, onboard graphic and pcie slot, don't know about PSU.
I assume it only has 250W-300W PSU, so GT240 or HD5670 is the best you can get.

Make sure "normal" card would fit into your case. But if your case only accept "low profile" card then go with HD5570($85):
