You need a router with 2 WAN ports, or two routers.

This brings up a question. Can you put a switch between a home router, connect two ISP's to it and set things up that way? Or would you need to get two routers, connect them to the switch inside the network and set things up that way?

you can do 2 routers & a switch, but setting up the logical network is a little more complicated. It really depends what you are trying to do as well.

It's not really possible to do that with SOHO equipment, you really need enterprise, or at least pro grade switches to be able to do that.
