Asus 990fx problems

I recently purchased an Asus Sabertooth 990fx motherboard and I can't get it to go past post and it won't enter the bios either, I don't know what to do. When I start the pc it just stops at post screen and says "Please enter setup to recover BIOS setting. : Press F1 to run SETUP" Pressing F1 just causes it to get stuck on a black screen and I have to reset CMOS to reach POST screen again. This is the second board to do this to me I RMA'd the first one.
Parts:
AMD 970 BE(Zosma chip), it works fine on my old gigabyte Am2+ board
HIS Radeon 5830 Turbo graphics card also tested and working fine
G-skill Sniper 1600 Low Voltage ddr3 RAM this is my only ddr3 board but it passes the boards memory check
Kingwin 850 watt PSU
WD 1tb hdd also tested and working I formatted before putting it in this pc.
HP dvd drive

The processor is an Am3 processor it was tested and working on an Am2 board.

Had a similar problem, I have an ITE raid card running happily in an old intel core 2 duo system, swap it over to the Sabertooth system and no boot, nothing will get it to go. Take the card out and it boots nicely, although without HDDs. Back in intel box and yeha ! it goes. Hmmm.
If this is an indication, try unplugging all drives and removing all cards except graphics and work back up from there.
