New medium budget i7 build

Hi guy's I have a new Corsair 700D case I plan to go with a double loop cooling system I need some input on components both for the main system and the liquid cooling please.

I am looking at i7 950 (O.C to 4.5 "hopefully")
I was told this mobo to be very good Asus X58 Sabertooth TUF (if this can be water cooled)

ZOTAC GeForce GTX 460 AMP 1024MB (if this card can be water cooled? other suggestions welcome )
