Ok,

I have mouse moniter keyboard speakers,

I need everything else including operating system which will most likely end up being oem 7

My friend wants this computer for everything a 16 year girl would want a computer for,

Movies internet music and thats it,

Price point under 400 as far as one could go,

2.5 ghz and up would be nice duel core,

The real question is how low can you go....

Well, not sure this is the cheapest computer ever, but she'll love it -- the case is little and it's red :). Girls love red. Plus, I've actually built this PC (in black) and it kicks serious azz. It is 100% high quality parts from the best manufacturers -- no corners cut.

If i wanted to add a gpu to that how would it change the power supply situation, and how do you tell how many watts are needed in general?
