Hardware start for a second then turns off

Hello,
The machine comes on for a split second but dies or turns off immediately. Is there a way for me to check what the actual problem? Not really a hardware person. Thanks.

the first thing to check is that the heatsink on the processor is not on properly and the hardware shuts down to protect itself from heat

Is this a new computer ?
An oldr comp that just started doing this ?
does it turn off b4 it POSTs
or after windows starts ?
