I have the driver installed and I'm using a different program to overclock my GPU so I was wondering do I even need CCC installed for anything?

Yes as Maziar said its not needed for anything other than controlling the basic higher functions of the drivers. I realise basic higher functions sounds a bit daft but the CCC only lets you touch the very basic adjustments that are available. ATI Tray tools for instance lets you adjust a lot more, as long as you know what you are doing of course.
Most people don't need or want to adjust more than the CCC gives you access to and some don't even touch half of that.
As you are using different software to OC then not having the CCC installed is the best way to go as it saves the possibility of a conflict.

All the "advanced" settings, even color/brightness/contrast/etc are located in CCC. If everything already looks perfect to you, you don't need it.
