Is it my HDD's fault that my game recordings have bad fps?

I record with the program Playclaw 3 and I'll have ~250 fps while playing but when I go to watch the recording it is in about 20 fps. I have tried many programs and I always have the fps set to 60. Is my hard drive causing this problem? I have a Seagate 7200.12 750 HDD. The reason I thought it was the problem is because the write speed is 3 Gb/s compared to the usual 6 Gb/s.

Have you tried other recording software. I've had good luck with WeGame in the past with very slight FPS drops.
