I believe my CPU is overheating (intel q8300)... its reaching 50c at idle and 58c+ while under load. Is it reaching harmful temperatures? if so, what should I do to keep the CPU cool? (please keep in mind that I have set fan settings to 100%)

71c is the max temp for a Q8300 so if your maxing out at 58c then you should have no problems.But you said it got to 78c? It should have shut down if it got that hot.
Have you been doing any O.C.ing?What is your voltage set at right now?

thats what I first thought too, I opened up the pc and checked a couple hours back before this post and nada, there was no dust on the heatsink... (i clean the PC every month). do you think my CPU is on it's way to a early death?... to say a month ago the cpu was at 58C MAX while handling GTA4 maxed out...

I actually don't know, you see I bought this computer, and since then just added different parts to it.. so I guess a stock cpu heatsink. The case is a large, stock ASUS CG series case.
 
Might have something to do with poor case airflow.The enitre system only has 1 fan?And thats probably over the CPU?

What type of case do you have?could you post a link
Well if you only have 1 fan throughout then a simple soultion would be to get some case fans depending on the size restrictions of your case...

I'm sorry but I don't own a camera, and I can't find a picture link to my case. BTW I'm pretty sure it has good airflow, It used to have 2 92mm fans until the first one died, and yes it is over the CPU. I took out a ThermalTake120mm fan from my old computer and installed it to my current PC, and still no difference. Also my case is actually VERY large, so I have no problem with size restrictions.

theres 1 on the back and a fan near the cpu over the graphics card, (not on the gpu)
