Gaming system on 450 dollars

Hello Tom's community!

I am in a need, or rather my friend is in need of a new computer. His budget is 400 dollars.(SORRY IT IS 400 DOLLARS) He is gaming on a 17 inch CRT at res of 1280*1024. He does not need Keyboard, mouse, speakers, or any form on input device. He does not need an OS. Just the box with transistors in it.

What would be the best gaming system build for the money?

Thank you so much! I will show the posts to my friend, and let him decide which is best for him-- expand the budget a little bit to take the Batuchka's build, or stay strictly with 400 dollars.

A 400 dollar budget is a joke, harsh but it's the truth

Adding 200 or even 100 will give you much better options

and if you do decide to go with one of the builds above, DO NOT get the 2GB RAM build... please...
