HTPC on a $700 budget

I want to watch/record HDTV over the air. I would like Win7, AMD processor, HDMI out, dual-tuner, BluRay player, low noise, low temperature, smooth/fast performance. Is this possible on a $700 budget? What hardware do you recommend?
