setting up a user account

when i set up a account all i want it to do is start up the basics no
internet or anything eles this way i can use it as a gamming pc and all of
the backround stuff is not running is this possibal to do and if so is there
a step by step in to showing me what to do ... So you know i have tried this
in the past and really messed up that account but as long as i keep the
adminastrator account as is im fine
