High pitched noise from PSU - tried 2 PSU

I recently bought new motherboard, cpu and memory to my computer and thought I should put together the old parts (which worked fine) to a computer for a friend.

But when I put them together in a new chassi it won't start. PowerLED on the motherboard is on, but it won't start. PSU works fine on another computer. So I try a new motherboard (G31M-VS2) and when I connect the power cord it starts making a high pitch noice (I think it sounds a bit like a fan) and CPU fan starts jerking and ticking. I have tried another PSU and it's the same there. Both of them seems to work fine in another computer.

Anyone have any ideas?

    This is the current setup:

    CPU: core 2 duo, e6600
    Motherboard: ASRock - Socket 775 - Micro ATX Intel G31 (G31M-VS2) - DDR2
    PSU: Hiper Type M 580W (But I also tried an old Q-tec ADT-300 with same result)
    Graphics: KFA2 Geforce 8400GS 512MB (84GFE6DC20XP)
    Memory: Corsair Value S. PC5300 DDR2 2GB
  2. Thing is, sience I have tried two PSU (which work in another computer) and both have the same problem in this setup, I'm pretty sure it's not a broken PSU that's the problem..

    But then again.. I seriously have no idea what might be the problem.. =/
