USBs Don't Work

Hey guys, My USB's don't work, but i still get power from them to charge a phone and stuff. There was a power surge, my rig shut down and would not turn on.. So i finally got it on, None of the USB's gather DATA, Only Power. So i can't use a keyboard/Mouse... Etc. Please help, Do i need to get a new motherboard?

Remove the power cord from your pc.
Unplug all USB devices from your motherboard.
Remove the battery from your motherboard.
Clear the cmos on your motherboard (read your motherboard manual for instructions if you don't know how).
Reinsert the battery to your motherboard.
Connect your USB keyboard/mouse only.
Connect your power cord.
Turn on pc and see if that works.

If you're able to get into your o/s and your keyboard and mouse work then reboot.
Once you are into your o/s again then connect your remaining USB devices.

Man, Didn't Work. Still nothing. I plug in a PS2 keyboard and it works.. and i can charge my phone through usb's but it doesn't read anything. Man, Is the board done?

Well, Socket 775 Boards are hard to come by i guess. Might aswell upgrade to new board/ram/cpu? Thanks
