Can not get tv out on Radeon 7000 agp card.

This what I have. I have downloaded all of the drivers and Catalysis software and have installed in a Dell Dimension 4600.
The graphic card is working for the monitor but I can not seem to get it recognized the tv hooked up to it.
The tv does not have an S-video it only has the RCA connections for video and audio. So I have a RCA connection from the ATI Radeon card to the RCA video in on the tv.
I go to the Catalysis software and try and enable the tv but it will not find the tv.
I have tried different RCA cable but the same results.
Any suggestions?
