I'm trying to make it so my CPU fan doesn't run on high all of the time. My temp is usually around 28 degrees. I am thoroughly confused...I'm in BIOS and I have no idea what these settings mean

If somebody could tell me exactly what these mean and do, as well as some advice on how to set them, I'd really appreciate it. I have done tons of searches, but haven't been able to come up with anything clear enough for me. Talk to me like I'm the dumbest person to ever ask this. Thanks!
