Screen tearing question.

My monitor (a non-wide screen Dell LCD) can be set to 60Hz and 75Hz.

When I'm playing a game I get screen tearing. My fps is around 30 (the game caps it at 60) most of the time. I'm getting some screen tearing and was wondering what could be causing the problem. I thought that screen tearing usually doesn't happen unless your fps exceeds your refresh rate. Do I understand incorrectly?

Thanks for the quick reply.

V-sync isn't available in the game. I can force it on using nVidia's control panel. What are the drawbacks from turning it on? Lower fps?

Well it usually reduces your performance by about 50 percent on average, but it will make everything smooth and will disable screen tearing.
