Would this graphics card be able to run semi-new games like Napoleon: Total War with medium or low quality graphics with high fps? I have a micro ATX motherboard so yes i need the low profile card and im using the stock HP Pavilion Slimline s3400f PSU. Also if there are any better GPU's that could run with the stock PSU then please suggest them.

Yes-- that is the best low profile card you can buy. It still wont perform like a full-size card but should be adequate for medium graphics.

You ARE taking a risk in that your slimline has a pretty crappy power supply--but it will most likely still work fine.
