Dead mother board yeah, not breathing, no beeps!

Hello,
no lights are on, and no one is home. the only sign of life is when first powered on the cd drive will try to read for about 10 = 15 secs. All was working until he booted a disk with hiren programs on it and ran a bios flash tool not the update. The problem is he thinks he has the right bios, but how do you install it?
