Would this run WOW at Ultra with little to no lag in places such as dalaran and 25 man raids

this is a nice build, im looking for the same end result for a build for my brother (ultra settings on wow) but with a significantly lower budget and dont even know where to begin D: (i have a forum post up already, jus thought id also look through other people's builds)
