Reading and writing BIOS externally

Hello,
Does an external program exist (CD,DVD) which reads a BIOS, and allows writing directly to it, thus changing it?

Said program should explain all BIOS entries, and what they do. I have just obtained a Toshiba L650 which seems to have a very "limited" BIOS which is called an "H20 Inside" BIOS, at least that is what comes up upon boot.

There is no program out there that lets you write bios coding. If you do not know what you are doing in bios I would leave the settings alone or you could do damage to your computer. Most computer prebuilts that you get from the stores puts a limited settings that you can change becuase they use cheap materials to build the computer from.
