Are you positive you're reading Windows Task Manager correctly?

On the "Performance" tab there's a section on the bottom left that says "Physical Memory (MB)". What's the number listed next to "Total"?

Also make sure that your memory sticks are installed in slots DIMM_A1 & DIMM_A2 (page 1-11 of your motherboard manual).

tried in both slots a1,b1 (blue) and a2,b2 (black), identical results to the above, are there any BIOS settings I should examine ?

no effect

Try going to the Windows Start Menu-Control Panel-Administrative Tools-System Configuration.
In that go to Boot-Advanced Options
Un-Check Maximum Memory if it is checked and shows a value there.
Then run Windows Experience Index Again and post the results here again.

unchecked max memory
rebooted
came back with 8gb in task manager

excellent, thanks SOLVED

next question, why did I need to tell the OS not to use the maximum memory to be able to use the maximum memory ?
