Windows 7 no USB until after screensaver sets

I have a new laptop(toshiba) with Windows 7.

Upon start up, no USB operations can be performed until after the screen saver sets and I awaken it. Only then will my 2.0 hub be recognized, the USB Verizon card power up etc.

I tried searching but havent found an answer...

Hello, and welcome to THG.

Seems to be because the verison card won't work. Try to enter the BIOS and see what your configuration for the USB ports are.
