my mother board is Z68A-GD80 (B3)

now please tell me which memory should I choose ...

for what should I give priority ? case latency (or) frequency ? ..

Go with the 1600 MHz. Your motherboard will only work at 2133 if you overclock it. You will notice *maybe* a 1% difference in performance if any at all from the speed. and the tighter timings on the slower RAM will help your performance more than the higher speed RAM

G-Skill and Corsair are both good brands and relatively inexpensive.

There are not really any bad companies for RAM, since it is all pretty much the same.
