RAM box says PC3-12800 but ET6 says otherwise...

The label on the box says, "Mushkin ENhanced Blackline Frostbyte PC3-12800 8GB 2x4GB DDR3-1600 9-9-9-24 1.5V"
However on EasyTune6 in the Maximum Bandwidth section it states, "PC3-10700(667MHZ)"

CPU is Phenom X4 965, MB is GA-990XA-UD3 & OS is Win7.

Why are they different? Have I been ripped off?

Go into your BIOS and set the RAM speed to 1600MHz

The PhenomII memory controller speed sets the RAM to it's defualt 1333MHz automatically and you have to override that in the BIOS to get the correct speed.

Is this what your bios is reflecting too? Run memtest86 to confirm!
