Is this normal behavior? SLi 460

I am new to SLi and scaling but I think I got the jest of it, but when the gpu's run together, are they supposed to be using the same amount of gpu % or can it be defferent? I was messing around with the FFIV beta and I put all the graphics to max with SLi enabled, and I got like 14-18 fps. I don't think thats should be right. I uninstalled my drivers, ran in safe mode, ran driver sweeper, re-installed my version that came with my graphics cards and tried again, same results. Here is a pic of the afterburner graph

I will ask again do you have the bridge if you don't get one it makes the difference. However if you already do have one then there isn't much that can be done since there is a bottleneck some ware. Lets go through this one small step at a time to see if the issue can be at least alleviated. As for behavior no this isn't normal for sli much less any Nvidia card. I only got one GTX 460 and it has yet to arrive since I had only recently bought it from amazon.

Check list..... SLI connector, Ram is in dual channel mode, ram timings are at least stock or lower, volts on 12v rail are at least 11.5v or higher at the lows after dip, HT clock and mult is at lest stock or higher. If you already have all the above done then you can be looking at a driver bug or something that is being overlooked.

It's also worth checking to see whether the game even makes use of two cards, the beta benchmark didn't and I don't know whether that's been changed or not.

Bridge is in and works. lowest I have ever seen my 12v rail was at 12.14, it's usually 12.23. down clocked the ram, HT link was a little higher than stock, but to be sure, I loaded my "safety settings" <stock profile in bios> tried even running on one card, got about 4 frames worse. Played BFBC2 this is the screen,
I avg 60 frames, <forced vsync> some micro stuttering in some vehicles, < it's a driver issue >

But i should have just checked mousemonkey's post and did a google search lol, no SLi support = /
I am almost embarrassed that I posted this lol... So new to SLi... ty guys ^^
