Budget Range: 1400 with water cooled system

System Usage from Most to Least Important: gaming, movies, internet usage

Parts Not Required: keyboard, mouse

Parts Preferences: Preferably intel cpu

Overclocking: Yes, I want to try and overclock my i5 750 to atleast 4+ GHz

SLI or Crossfire: Yes. I plan on buying a second 6870 near christmas time.

Monitor Resolution: Not, sure haven't decided on the monitor type yet...suggestions welcome.

Additional Comments: Can an air cooled system cool down my cpu when at 4+ GHz or should i stick with my water cooled system?

1) For a first build, I strongly suggest you avoid a liquid cooled system.
. There is always some risk involved with liquid.
. It is much more expensive than a decent air cooler. What do you get for an extra $200? not much.
. A good air cooler will cool just as well. I suggest the prolimatech megahalems:

2) Use the savings to get a good monitor, preferably two. Plan on gaming at 1920x 1200.
3) Use the savings to get a SSD for the OS and some apps.
4) Parts look good.
5) Before you order, or, at least before you build, download and read cover to cover the manuals for the motherboard and case.

I agree with geofelt about getting an air cooler. A CM Hyper 212+ should take the i5-750 to 4GHz easily. On that note, get the i5-760 instead; it's just a few bucks more.
Your RAM is overkill, 4GB should be enough, and unless you're planning on heavy OCing, you don't wanna spend extra on the Dominator series. You can find CL6 1600MHz 4GB sets for ~$100.
Otherwise, good choices.
