Ipibl-la benicia boot up problems

Wont boot and fans keep shutting down and restarting again and no Video output. Onboard video also. please help

IPIBL-LA from an HP computer. Motherboard was purchased without the case. Fans run and then shut off and then run again. It just cycles on and off. Video is onboard but no video is present when trying to boot.
