The PSU is massive overkill for the proposed system. If power is expensive where you live you might want to get something closer to your actual usage, as it will be more efficient and so save a bit on the power bill.
Also, it's not that quiet.

The Hydro H70 is nothing special, and you would be better off getting a good air cooler.
