I'm looking at a GeForce 9500 GT for a computer build.

Now for my question, can I run 3 displays, 1 Digital 1 Analog and 1 S-Video, on the one card.

One display and the S-Video need to be cloned and the other display separate.

Nope. You need an ATI 5000 series card for that, and make sure it's eyefinity enabled. I believe the cheapest is a 5450 eyefinity card.

Are there any of those that have the S-Video output, I haven't been able to find any after a couple of hours searching through Google.

The S-Video and display configuration in the same card is what is vital.

Does Nvidia have an option that would work?
